7th ANNUAL MINOR AND MAJOR BOYS
LEAGUE TOURNAMENT
June 13-17, 2006
held at Carlisle
Updated Brackets
1. There are 13 minor teams and 10 major teams in the
league. Each team will play in the tournament using their own REGULAR SEASON players (the same
players that played on the team during the entire regular season of play from
April 30th through June 10,
2005). There will be NO borrowing of players from another team at any
time. Any team borrowing players will forfeit their game(s) and will
automatically be out of the League Tournament.
Enclosed is a team roster that each team is required to fill out and turn in to
the concession stand at the first game played in the tournament. The
roster will list the regular season players.
2. The League Tournament will start with games on Tuesday June 13th, and will continue through
Saturday, June 17th.
Sunday, June 18th will be
reserved for make up games due to weather cancellations. All teams are
asked to contact Rob Joiner{202-5141} by Tuesday, June 6th, if they are not
planning to play in the League Tournament to allow time to contact the opposing
team so no teams make a trip unnecessarily.
3. The League Tournament is run on a volunteer basis. There will be
registration fees charged to the
towns that was discussed at the scheduling meeting for umpires. There will
be no admission.
4. A traveling trophy will be awarded to the champion minor team, and a
trophy will be awarded to champion major team. Each trophy will travel
from town to town each year depending on which team wins the trophy. Each
trophy will be engraved with the year and team name showing who won the
tournament that given year. (Winners of last year's League Tournament,
please return the trophies to the concession stand at the first game played in
the tournament.)
5. The brackets for the minor and major games are attached. The
brackets were set up so that teams from the same town are not playing each
other in the first round.
6. Each team will provide 2 new game balls. The game balls (along
with the rosters) are to be turned in to the concession stand at the first game
played in the tournament.
7. For every game, the home team will occupy the dugout at 3rd
base. The visiting team will occupy the dugout at 1st base. The home team will
keep the official score book for the game. Home plate umpires are asked
to review the rules before each game. The rules are posted in the green
cabinet in the concession stand where the umpire equipment and game balls are
located.
9. All games will start at 6:00 p.m. on Tuesday, Wednesday, Thursday , and Friday. Saturday¼s games will start at 10:00 AM
in Carlisle .
10. The tournament is a single elimination tournament. When a team loses,
it is done. No consolation games will be played.
11. Per Little League regulations, the following pitching rules apply to both
minor and major teams during tournaments:
a.
Delivery of a single pitch constitutes having pitched
an inning.
b. Pitchers
once removed from the mound may not return as pitchers.
c. A
player may not pitch more than six (6) innings in a game.
d. If
a player pitches in less than four (4) innings in a game, one (1) calendar day
of rest must be observed.
e. If
a player pitches in four (4) or more innings in a game, two (2) calendar days
of rest must be observed.
f. A player may not pitch
in consecutive games within any level of tournament play. Exceptions: A
player may pitch on consecutive calendar days if only one (1) inning was
pitched in the previous calendar day. A player may pitch in consecutive
games if only one (1) inning was pitched in the previous game. In a game
suspended by darkness, weather or other cause and resumed the following day,
the pitcher of record at the time the game was halted may continue to pitch to
the extent of the remaining eligibility for that game.
g. There is no inning limits for the week.
12. Rules for minor league:
a. Time
limit will be 1 hour and 30 minutes. No new innings will start after 1
hour and 30 minutes, and all innings started before 1 hour and 30 minutes have
elapsed will be completed. In the case of a tie after playing 1 hour and
30 minutes, the game will start another inning until a winner is determined.
b. Any 12 year-old playing on a
minor team is not allowed to pitch during any game, per the Little League rule
book. Any team found pitching a 12 year-old will forfeit its game(s) and
will automatically be out of the League Tournament.
c. 7 runs per inning .Game is over if up 8 after 5 innings or
15 after 4
13. Rules for major league:
a. Time
limit will be six innings. In the case of a tie after playing six
innings, the game will start another inning until a winner is determined.
b. No major team will be
allowed to play with more than eight twelve year-olds on a team roster, per the
Little League rule book. Any major team that is questioned on the age of
its players will be asked to prove ages with birth certificates before the team
will be allowed to continue to play in the League Tournament. Any major
team found not following the rule will forfeit its game(s) and will
automatically be out of the tournament.
c. 10 runs per innings . Game is over 10 runs after 5
13. During the Saturday (and possible Sunday) games, if any
bracket is trying to finish up due to a tie, the starting time for the
following games will be adjusted accordingly so the winning team will have some
time for rest.
14. Full infield can be taken before the first game of the day for a
team. In subsequent games, a five-minute infield may be taken if so
desired, or a team can waive taking infield.
15. The following rules will be enforced during the tournament. These are
based on questions and concerns for the safety of players and spectators that
have arisen during the regular season:
a.
The on-deck position is not permitted (rule 1.08 page
45).
b.
Only the first batter of each half-inning will be
permitted outside the dugout between half-innings (rule 1.08 pages 45).
c.
Players and substitutes shall sit on their team's bench
or in the dugout unless participating in the game or preparing to enter the
game (rule 3.17 page 55). No player shall be allowed to exit the field in
order to take practice swings.
d. No
one except eligible players in uniform, a manager and not more than two coaches
shall occupy the bench or dugout (rule 3.17 pages 55).
e. Casts may not be worn
during the game (rule 1.11 page 46).
